Federal Contracts Ban
President Bush must implement the Sudan Accountability and Divestment Act of 2007. The Act bans federal contracts with companies that help fund genocide in Darfur and can add much-needed economic pressure on the Sudanese regime to end the violence in Darfur. Dear [ Decision Maker ] , I am writing to urge your Administration to address the dire situation in Sudan. You signed the Sudan Accountability and Divestment Act into law on December 31, 2007. Specifically, I am writing to request that the United States Federal Acquisition Regulatory Council amend the regulations governing federal contracts with foreign companies, as SADA mandates. Your administration's regulations must uphold the letter and the spirit of the law - U.S. tax dollars should not reward foreign companies that help fund genocide in Darfur. Mr. President, we applaud the priority you personally have placed on achieving a peaceful future for Darfur, and for all of Sudan. Fully realizing that future, however, will demand continued and elevated U.S. leadership. The full and swift implementation of SADA will add urgently needed additional economic pressures upon the Sudanese regime, thus aiding your Administration's efforts to end violence in Sudan. Full and swift implementation of SADA is called for not only by the letter of the law, but also by events on the ground in Sudan. As you are no doubt aware, the Sudanese government has earlier this year launched a major military offensive in West Darfur which has destroyed numerous towns, killed hundreds of Darfuri civilians, and displaced more than 80,000 more. This coordinated campaign of air, ground, and militia attacks on civilian targets is not new to Darfur, but it is a significant escalation from the comparably lower levels of violence witnessed in late 2007. This spike in government-led violence demands a strong and substantive reaction from the U.S. and the international community. The full and swift implementation of SADA is a crucial and readily available first step in providing the additional substantive economic pressures required to respond to Khartoum's renewed atrocities. Please make sure that U.S. tax dollars do not reward foreign companies that help fund genocide. You must act now to implement the Sudan Accountability and Divestment Act.
