Tell President Bush: Take Plan B to the UN

After months, the White House has announced the implementation of "Plan B" sanctions against Sudan to compel the government to bring an end to the violence.

While this is an encouraging step forward, this package of unilateral U.S. sanctions is not enough if it is not immediately matched by the international community. Urge President Bush to prioritize multinational sanctions.

While President al-Bashir continues to ignore diplomatic efforts to pressure him to end the genocide, as many as 400,000 Darfurians have already lost their lives and over 2.5 million have been displaced.

Though it was long delayed, your May 29th announcement of implementing Plan B sanctions was an encouraging step for the people of Darfur. As you recognized, however, this package of unilateral U.S. sanctions will not be enough to change Khartoum's behavior if it is not matched by a robust package of equally tough multilateral sanctions.

I therefore urge you to make the adoption of matching international sanctions a top priority, beginning with strong U.S. leadership at the UN Security Council.

With Secretary Rice, your administration should redouble diplomatic efforts to take full advantage of any room for progress that these sanctions may create. In addition, the administration should engage U.S. allies to ensure the passage of a UN Security Council resolution that includes:

- Tough sanctions against a full list of individuals complicit in the genocide;
 - An expansion of the Darfur arms embargo to include the Sudanese regime in Khartoum;
 - The authorization of a no-fly zone over Darfur, with specific enforcement mechanisms; and 
 - International economic sanctions mirroring those just announced by the United States.
