Senators Biden and Lugar have introduced a resolution urging world leaders to provide 24 helicopters that peacekeepers in Darfur need to succeed. But they need to secure support from their colleagues to make sure the resolution is voted on quickly.

Six months ago, the United States supported the passage of United Nations Security Council Resolution 1769 authorizing a 26,000-member peacekeeping force to help protect the people of Darfur. Unfortunately, that force has not yet been effectively deployed.

While Sudanese obstructionism is mainly to blame for the delay, the United States and other governments have not done enough to make the deployment possible. One major obstacle has been the absence of helicopters to support the mission.

I write today to ask you to cosponsor Senate Resolution 432, which urges the world community, including the United States, to do everything in its power to secure the 24 helicopters the Darfur peacekeepers need to be successful. The resolution, introduced by Senators Biden and Lugar:

- urges the members of the international community, including the U.S., that possess the capability to provide the tactical and utility helicopters needed for the United Nations-African Union peacekeeping mission in Darfur to do so as soon as possible; and 
 - urges the President to intervene personally by contacting other heads of state and asking them to contribute the aircraft and crews for the Darfur mission.
